Guide Overview
Civil District Courts hear all family and civil law issues including divorce cases, custody issues, child abuse and neglect (involving the Department of Family and Protective Services, or CPS) cases, cases involving title to land, and civil matters where the amount of money or damages involved is $200 or more.
This guide contains information on all Cameron County District Courts, the Child Protection Court of the Rio Grande Valley East, and Title IV-D Child Support Court No. 27.

The 103rd District Court gives preference to civil cases and has concurrent jurisdiction with the 107th and 138th District Courts. See Texas Government Code 24.205
For temporary orders, parties must contact the court coordinator for a date and time for the hearing before filing a motion requesting a hearing. Then, the party requesting the temporary order must serve notice of the date and time of the hearing.
Parties can request a pre-trial hearing to resolve issues that will take up time during the trial. The court may grant a pre-trial hearing at its discretion. The court can also set a pre-trial hearing on its own.
No hearings may be set with less than three days’ notice unless it includes a motion for emergency hearing.
Any time after an answer is filed and, on the request, or motion of any party, or on the court’s own motion, the court coordinator may set a docket control conference with all parties to set the case for final trial or hearing.

The court requires attorneys to e-file any documents they plan on introducing as evidence before the hearing. This will likely be the same requirement for self-represented litigants.
