What does it mean to "cooperate or be excused from cooperating with reasonable requests" from legal authorities?

An applicant for a T visa only needs to show that she or he made a reasonable effort to report a crime to law enforcement and that she or he complied with law enforcement’s reasonable requests for investigation (if any).
